The Nairobi City County Action Plan (NCAP) to Prevent and Counter Violent Extremism Plan underscores the magnitude of the threat posed by Violent Extremism (VE) and the need to adopt robust measures to ensure safe and secure environments. Like any other county in Kenya, CVE is an urgent issue that requires the audience and engagement of all relevant stakeholders in Nairobi County. Security agencies alone cannot eradicate VE and radicalization as is normally misconceived. It is, for this reason, that Nairobi CAP was developed through a participatory process bringing on board both state and non-state actors. Stakeholders have taken steps to implement various aspects of the Pillars of the Plan since its launch by the Cabinet Administrative Secretary, Ministry of Interior and Coordination of National Government and Citizen Services H.E. Hussein Dado and Deputy High Commissioner, British High Commission – Nairobi, Mr. Julius Court, the County Commissioner, Nairobi – Ms. Flora Mworoa among other guests. The launch took place on September 29, 2020 at Kempinski Villa Rosa Hotel following a Presidential Executive Order that all county Governments come up with such a plan by end of June 2019. With support from Act Change Transform (Act!), County Governance Watch (CGW) held a one-day meeting facilitated by National Counter Terrorism Centre (NCTC) and in partnership with the Office of the County Commissioner to undertake a review on the status of implementation of the County Action Plan by various stakeholders and the Pillar organizations. The one-day forum brought together the Nairobi County Engagement Forum among other major stakeholders. |
