Timiza Ugatuzi Support : Review of the Guide to the Legislative Process in Kenya

 

The Kenya Devolution Programme (KDP) – Timiza Ugatuzi supported the Kenya Law Reform Commission (KLRC) to convene the inaugural meeting of the technical team constituted to lead the review process of the ‘Guide to the Legislative process’ in Kenya. The full day meeting was held on 5th May, 2022 at Double Tree by Hilton Hotel in Nairobi.

The ‘Guide to the Legislative process’ was developed in 2015, with the objective of growing and enhancing the legislative capacity of County governments. It was meant to aid in the understanding of the law-making process from conceptualization of an idea to policy formulation and the ultimate result of legislation. Although the Guide has been successful in assisting County governments to develop pieces of legislations, the success rate has not been to the desired levels.

Timiza Ugatuzi is therefore supporting KLR to review the Guide considering the County experiences in the first phase of implementing devolution. The review will consider recent developments, experiences and legislative challenges from the first phase of devolution. The technical team was therefore convened to develop a roadmap for the review process. The team developed the Terms of Reference (ToRs) for the consultant to undertake the review of the guide. In addition, the team also developed strategies to inform the update, stakeholder consultations, publication, launch and dissemination of the revised guide.

In addition, Timiza Ugatuzi, has commenced and is at an advanced stage in the recruitment of a consultant to spearhead the review of the Guide to the Legislative process in Kenya. It is expected that the review process will be finalized before the elections in August 2022, so that it can be utilized as a tool to build the legislative capacity of the incoming Members of the County Assembly.
