Kenya Devolution Programme – KDP (Timiza Ugatuzi) Inception workshop.

 

The Constitution of Kenya, 2010 ushered in devolution by establishing national government, 47 county governments, Parliament, Judiciary and independent bodies. The main objects of devolution as provided for in Article 174 were to give power of self-governance to the people of Kenya and enhance their participation in the decisions that affect them, to protect and promote the interests and rights of minorities and marginalized communities. Over the years several programmes have been implemented to address challenges bedvelling  devolution such as Kenya Devolution Support Programme, AHADI but some gaps still persist. The KDP aims to address some of these gaps in selected counties and assist Kenya realize better outcomes from Devolution while strengthening county governance, inclusion and safe guarding, improving service delivery and poverty reduction. KDP will be implemented by a consortium of non-governmental and private sector organizations with rich collective expertise and experiences spanning over 50 years. The consortium will be led by Act! who will be supported by the following consortium and downstream partners; Institute for Public Finance (IPF), Westminster Foundation for Democracy(WFD), Options Consultancy Limited( Options UK), VNG International, Consilient Research,  PricewaterhouseCoopers(PwC), Institute for Development Studies(IDS) and the Danish Refugee Council/Danish Demining Group(DRC/DDG). The programme will be coordinated by a team of highly experienced technical staff under the leadership of Agnes Odhiambo supported by Act! head office. The Secretariat team is highly experienced with in-depth understanding of the Country context, knowledge of FCDO funded programmes and the ability to work with multiple partners. Ms. Carolyne Wangusi will lead the PFM pillar, Michael Juma will lead the Citizens Engagement pillar, while Rachel Kidenda will lead the IGR pillar. Carolyne, Michael and Rachel participated in the implementation of DDP(DAI) and AHADI programmes.Dr. Michael Karanja will lead the Knowledge Management pillar and Boniface Mungoya will handle Finance and Operations. Ms. Dhahabu Daudi will support the IGR pillar as a Program Officer while Florence Makhanu will support the Citizens Engagement pillar in the same capacity. In addition, the KDP Secretariat has retained a pool of highly experienced experts and advisors to support implementation of the programme. Act! has developed a comprehensive work plan with clear interventions and activities which will be implemented in phases. Similarly, we have developed a robust Results Framework and Log frame which will be used to monitor and report on implementation of the programme. In conclusion, we hope to see the programme not only assist Kenya realize better outcomes from Devolution but also enhance the adaptability, flexibility and sustainability of structures in place while exploring effective alternatives.
